Members of the audience wave socks to show support for a speaker at Loudoun County's first public hearing on the county administrator's proposed budget for next fiscal year. The socks represent support for S.O.C.S. (Taxpayers 4 Support Our Community Schools).
At the Loudoun County Government Center people were turned away by Loudoun County Fire Marshals from the overcrowded public hearing. Many stood outside the chambers waiting for people to leave. Some watched from an overflow room.
