As she finished her shift at Johnson’s Charcoal Beef House in Leesburg last week, waitress Violet Jewell was on the brink of tears. For more than 40 years, she has served up scrapple, country ham and porterhouse steaks that are, the menu promises, “tender as your mother’s love.” But come Wednesday, the Loudoun County landmark will close its doors for good, and Jewell will be looking for another job. HOV (high-occupancy vehicle), or carpool, lanes are reserved for carpools, vanpools, buses and motorcycles during weekday morning and evening rush hours. They are designated either HOV-2 (two or more passengers required) or HOV-3 (three or more passengers), which means that (except for motorcycles) there must be at least that many people in a vehicle during the posted carpool lane hours.
