The first meeting of the Church of the Good Shepherd was held at Flint Hill Elementary School in Vienna on September 24, 1967. In less than four months, the new church was officially chartered as the newest church in the Arlington District of the United Methodist Church. From this simple beginning in rented space with 44 charter members, the church has steadily grown to 400 active members. The church is celebrating its 40th anniversary in 2007, according to Pastor Steve Proctor.

The church is committed to community outreach. Its building is used by many community groups, including the Korean Baptist Church, several scouting groups, Alcoholics Anonymous, support groups, and the Vienna Women's Center, he said.
