Two students were arguing on the ride home. The frazzled bus driver tried to intervene. Then came, according to authorities, the driver's offer to the entire bus: $20 to anyone who would bombard one of the boys with a snowball.

Seven took her up on the offer, and now Loudoun County school bus driver Katina M. Mitchell, 34, of Sterling has been charged with seven misdemeanor counts of contributing to the delinquency of a minor. And she's the talk of the county.

Authorities said the row Tuesday was between students from River Bend Middle School in Sterling. Afterward, authorities said, Mitchell grabbed the bus's microphone to offer riders a bounty to throw snowballs at one of the students, a 13-year-old, and push snow down his shirt.

When the boy was dropped off at the usually placid Bentley Drive and Algonkian Parkway, students who also got off pelted him, authorities said. Sheriff's Office spokesman Kraig Troxell said yesterday that the boy was not seriously injured but that his parents reported the pelting.

Mitchell, a bus driver for Loudoun schools since 2004, was placed on administrative leave with pay while the school system investigates the incident, said spokesman Wayde B. Byard. A woman who answered the phone at Mitchell's home declined to comment yesterday.

Troxell said the snowball-throwers face no charges -- but they didn't get paid, either.

Thinking w-a-a-a-y back to my childhood I fondly remember bus drivers precisely because they were involved. I can very easily imagine one of them offering such a "bounty" (albeit without an intercom) not out of malice but as a participant in our hijinx.

Why do I bet that this is going to turn out to be just such an "incident?" This "just the facts" police blotter-style probably does not do justice.

gimme a break. We have turned into a country of pansies. These were boys right? Snow balls? Not even ice balls? My bus driver regularly beat the kids with her own hand as young as 1st grade for insubordination...we still laughed at her and threw spitballs in her hair. Kids can be monsters...monsters need the occasional snowball to face.

Pure and simple its not appropriate for a school bus driver to do this. These drivers have a huge responsibility for the care/safety of the children on the bus.

Its not an over-reaction - its not the bus driver's responsibility to decide what type of punishment the kid should have.

If the bus driver has issues with the kid then take it up with the school principal and let them deal with it.

While I realize I am not of the same generation as most of you, I can tell you that if a child had gotten out of line on the schoolbus I rode on, that child would have been ordered off the bus and made to walk home. And I'm talking a walk of country miles. Then when that child got home the parents would have taken care of the problem (today it's probably called child abuse--back then it was called parenting).

I have mixed feelings about this. Being the outsider type in school, I kinda feel for the kid who had the snowball thrown at him.

At the same time, it was ONLY SNOW!!!! I remember when I first saw snow at 18 (I'm originally from the tropics where snow is something we don't see) a bunch of friends had a snowball fight. Would we now be arrested because for loitering or something? The kid could have thrown snowballs back at the kids throwing snowballs at him.

Now if it had ice, rocks, or something inside, then yeah the charges make sense. The bus driver was foolish taking into account the litiginious nature of our modern society, but charging her with contributing to the delinquency of a minor to what is a prank is somewhat too much!

The point here is that the bus driver, an adult in charge of the safety of these kids, encouraged this action by many against one. Who cares if it was "only snow" -- she had no business encouraging this behavior and PAYING for it. Something is clearly wrong here. She should be immediately fired....not sitting home collecting her check. Ridiculous.

The only difference between today and my day as a kid is apparently people listen when you tell on adults. Oddly, sometimes kids like this need a group of folks to pick on them cause they are typically the ones picking on everyone else. Let's hope that is the logic of the bus driver.

Mannn, in an urban area where kids get shot shot bang bang in drive-by's, the police took time out from the street wars to arrest this bus driver? The reporter didn't mention whether they collected all the ball artists and hauled them down to juvie. As a former probation worker I can only hope that there was plenty of overtime for all involved. You'ld better be paid a buck and a half to go back in the club house after this pinch. Gawd. It should snow here more often.

If she was "contributing to the delinquency of a minor", that means she somehow encouraged a kid to do something illegal. So have all the kids been charged with assault & battery for throwing snowballs at the victim? I foresee sheriff's deputies cruising the streets after a snowfall looking for kids to arrest.

As for the Washington Post, they should immediately try to ascertain which highly connected individual's son was the victim. Just a guess.

Let me get this straight... a school bus driver put a "bounty" on some kid who was being a brat and it's in the newspaper and on the news. Is the media getting this pathetic? Are these children being charged for assaulting the other child? Or have all of the irrational soccer moms banned together to protect their precious little brats? No money was handed out thus making it not a "bounty." Seriously people... get an education and a life. Who cares if you were bullied as a child, made fun of, tripped because you wore glasses, etc. The fact of the matter is that the school system has become so corrupt that even when school bus drivers complain about children being disruptive nothing is done about it. Do you know why? Because Mr.Principal doesn't have to sit on a bus that's either too hot or too cold with 50 screaming kids for an hour. Mr.Principal doesn't care, point blank. Then if, heaven forbid, it was YOUR child being a pain on the bus, parents don't do anything either. Do you know why? Because parents don't have to be on the bus either. The point is... it was a joke that was taken too far and for this many people, the media, and the police to be involved is just ridiculous.

Now, media, let's move onto something more important like our economy, who got shot today, the war in Iraq, or something else a little more important.

Wow guys, get over yourself. Possibly not the most appropriate thing to do, but that's the least harmful thing that could have been done. I mean come on! It's an innocent snowball fight! Think back to days when you were in school. Administrators disciplined kids in even more physical ways, and it worked way better than sending a kid to detention. Our country is becoming a bunch of whimpy little tattletails.

I blame the litle brat's parents for creating the monster in the first place. Chances are that this was not the first time that the driver had trouble with this kid, but it does no good to complain about students' behavior, either on the bus or in the classroom, b/c administration is so afraid of a lawsuit and have been so emasculated by parents of out of control children that they can do nothing but sit on their hands as things deteriorate.

Just watch, the same parents that created this mess through abdication of their own personal parental responsibility will continue to pertepuate the myth that their little "darling" is not the least bit responsible, but a victim worthy of a rather sizable legal judgement. So, administrators do nothing out of fear of a lawsuit & still get sued. I've been a teacher long enough to know.

This little brat and so many others like him are the result of non-discipline by parents who let their kids get out of hand. We've nurtured an entire generation of little brats who evolve into teenage delinquents hell-bent on stirring up trouble, then evolve into adults who commit more serious crimes. Since we're no longer "allowed" to spank our children because of narrow-minded do-gooders who enacted strict child-protection laws and stripped us of our parental rights, we're pretty much helpless.
The bus driver took it upon herself to do what the brat's parents should have done. I see no harm done here. The little trouble-maker will get over a simple snow-ball attack. What's needed is documentation from the other kids in support of the bus driver to prove to his parents what a little demon he really is.

I'm not sure we've heard the whole story, like why this one boy was singled out over the other one and whether or not this was typical behavior for him, but, nevertheless, it wasn't a smart move on the bus driver's part to do this. If she has an issue of repeat offense from this boy, that needs to be taken up with the parents and the school. I'm not sure she should be fired, but, maybe go back through some training of some sort.

Probably she and the whole bus would have happily smashed his face into the floorboards if there were no laws and you were to ask them honestly. So he gets snowballs thrown at him and a snow wash? I rode on Loudoun School buses until I graduated in 1987. This isn't a big deal. Our driver would "promote" one of the kids (I was one for my Junior and Senior years) to keep the peace on the bus. I rode from Lovettsville to Purcellville and if I had been pelted like this kid was my parents would have asked what I did and not blamed the bus driver. Geez, way to overreact Sheriff's department and parents.

this is absurd - should the bus driver be reprimanded? - yes - arrested? - absolutely not. Riding a bus to school is a priviledge granted by school systems - if a student is disruptive they should lose that priviledge. But I'm sure the parents would complain that it is a burden they shouldn't have to bear. Parents need to step up and be parents not coddlers or friends.

Many people are missing the point of the issue; the driver was paying the children to throw snow balls at a particular student. This is not the first time the driver has this behavior towards a particular student in her bus route. My niece was also, "chosen" by the driver to be beat and discriminated. School teachers, bus drivers, crossing guards, should be an supplement of the parents and be treated with respect as well. However, incentive for violence towards one single person is wrong and she should be punished to show her behavior is not acceptable.
The driver has a history of single out students that our out of her ordinary and usual genre. That is called DISCRIMINATION, any type of that is unacceptable, and shame on students that accepted her behavior, don’t wee see enough on TV’s news and other type of wrongdoing we disagree. We should educate our children to respect and people working with children should be better prepared to work with them.

This is nuts. Give the driver a reprimand but I'd also have a policy that if children are reported for disruptive behavior then they loose their priviledge of riding the bus.

But let's not fire the driver. And to the mommy I say: Start acting like a parent instead of defending the kids bad acts.

The real issue here is the need to speed up global warming. I have left all three of my SUV's running 24 hours a day as my effort to help. This way we will never have snow again and remove these "weapons" (snowballs) from our society.

What is the bus driver's side of the story? Nobody is reporting on that. Every story has at least two sides.
I think this was all a joke and the authorities over reacted big time. This is PC run amok. First off to prove it was a joke I offer that the driver never would have had enough money to pay kids 20 or 5 dollars or whatever it was per snowball.
Bus drivers have a hard job. I support the bus driver.

If my kid was causing a fight on the bus, I would pay the bus driver to smack him down! When I was in school, bus drivers would toss you off the bus for starting fights. Now the driver would get sued for it. Lots of kids have no values and need a good whack. It isn't abuse, its discipline. My high schooler tells tales of kids who mouth off to teachers and walk in and out of classes when they feel like it, without any sort of punishment. We are raising a whole generation of selfish brats. I say bring back the office paddle!

Here's the situation: two children are arguing on your school bus and you're the only adult on board. You have a decision to make: address the argument for fear it will turn into a fight, or let it go and take your chances. This bus driver chose action, which I have to applaud even though I don't agree with her proposed solution.

Perhaps a better solution? Hire an additional adult who can better address the situations that may arise on the bus. The economy is bad; people need jobs. Perhaps the county could even pull a two-fer and have this person trained/licensed to drive the bus as well so that the two could work in tandem (no one wants to be the disciplinarian all the time.) It's too much to ask one adult to deal with discipline AND continue to drive safely.

Chances are the school pricipal would listen to the bus driver and end up doing nothing. School administrators are renowned for avoiding controversy and rarely go to the source of the problem if it means they might offend a parent.
The kid probably had it coming, but it was a dumb thing for the driver to do. Slap her on the wrist, tell her not to do it again and put her back on the bus. Tell the parents that a little snow in the face was a good lesson for the kid to learn that life can sometimes yield unpleasant events for bad behavior.

I don't think any of you have the full story, do you?
I know some people who rode that bus and they told me what happened;
The kid, who happens to be a real jerk, was arguing with someone else. The bus driver was half-kidding when she said what she did; I don't think she was intending to pay anyone. The kid was pelted, and he ran home and told his daddy.
Nobody even stopped to think of how this article affected her family.
After this story appeared, here, on CNN, in the Washington Post, and over fifteen other news resources, the bus driver's daughter was not a school the next day. Why did they mention her mom's name?! It would have gotten around the school anyway. Now this poor girl, who had a good reputation, is going to be pelted with questions and teases.

On the news last night their attorney stated that the parents are fearful of the repercussions the family may now face. DUH! Should have thought about that before making this a national case, calling the police and having the press involved! From what I have heard this kid has ben a problem, maybe the family should think about moving which would probably make the neighbors happy.

O god! I ride that bus!! she is MY BUS DRIER!!! THIS ARTICLE IS FALSE!!!!!!!!!!!! I KNOW THE WHOLE STORY!!! She was joking and told the kids NOT to do it and i tried to stop them too!!!! This IS COMPLETELY FALSE!!!!! I WAS ON THE NEWS TOO!!!

I know her!!! Shes my friends mom and i go to riverbend! an 8th grade boy got into a fight with the bus drivers daughter (my friend) so when her mom jumped in she got all angry and offered the kids money and the 8th grade boy being pelted with snowballs went home with a bloody nose and his dad called 911! and to the above, joejonaslover, not all of this is false. and if she told the kids not to do it why did she, in additioning to offering money and using the bus microphone? ur freakin annoying!

i go on this bus.
$5 to hit him.
$20 to stuff it down his shirt.
she was NOT frazzled or trying to stop it, she thought it was funny!
she would pay, she's done stuff like this before, her family is not innocent, they live on the same street as me too and a cop car is there alot. i think her daughter threatened the boys family who called 911 and is in juvie. and the boy wasn't so innocent either, but the article is WRONG.
2 boys dumped huge ice chunks on him, and then him and someone else got into a fight.

god, no one knows the full story...
there are reporters all over my neighborhood, as well as police cars always at the bus stop.
COPS KNOW WHAT THEY'RE DOING BETTER THEN YOU.
this has to be a big deal. im a kid so i don't know too much about how big this is but its getting freaky.

I am amazed that there are people ready to come to the driver's defense when it's clear she incited the kids to harm another student - NEVER ACCEPTABLE! Whether the injured kid was a ****head or not, he's still only in middle school and should not be subject to an assault directed by an adult. His nose was bloodied and clothes filled with snow - not the end of the world but when it's perpetrated and cheered by an adult, it's absolutely horrible. Remember, this bus had a video and audio recorder so there's not much speculation - what was said and how it was said - the school and legal officials reviewed the instant replay and made a call.

ok they bus driver was just messing around and the kid wasn't hurt. Chill out. Sure she should punished, but a lawsuit? come on seriously. give me a break if you parents think these bus drivers are doing such a horrible job why don't you try sitting on the bus with them, much less try to concentrate while driving. It's not like the bus driver said it seriously, stopped the bus and laughed and pointed at the kid while throwing money to the kids who were the ones actually doing the "assault". The bus driver needs a slap on the wrist. The county needs to move on to more serious problems.

Anyone think this kid may have been a bully who got what he deserved? I want to hear the bus driver's version and what other kids on the bus saw - official versions, not something posted from a person who "says" they were there.

Wow! Based on the number of people who seem to call a 13 year old a "brat", there must be a lot of perfect parents with perfect children here. Just remember that you may be eating your words someday when your own child does something wrong.

I am sure the "tape" is on a "need to know" basis and the public doesn't need to know and will never see it as that is how LCPS handles "incidents".

After the 13 year old boy said he was going to KILL the bus driver and her whole family. She tried to defuse by kidding, and the snow balls were to have fun, and change the mean thoughts.
