Nearly 40 people spoke at a hearing in Richmond yesterday about a high-voltage power line planned for Northern Virginia, most in favor of a project that would bring large amounts of electricity to the region from plants in rural Pennsylvania.

“Without access to the Internet, a fully charged cell phone, convenient outlets to plug in lights and a laptop, I really would not be able to work,” said Francis Molinengo, a photographer and administrative assistant from Fairfax County, according to a written statement.

The State Corporation Commission is set to begin deliberations in the spring on whether to approve the 65-mile, $243 million line proposed by Dominion Virginia Power. An evidentiary hearing begins Feb. 25. Conservation groups say the power line would harm the environment. Hundreds of people have registered opposition to it.

The power line would run through rural Northern Virginia, including parts of Loudoun County.
