Questions & Answers

Q: Do you support the transportation package passed by the General Assembly this year? What other ideas do you have for generating money to pay for road improvements in Loudoun?

A: I oppose HB 3202. It should be repealed as soon as possible. I cosponsored a resolution to sue the NVTA to stop it and introduced a resolution opposing all the taxes. I support additional methods of spending and raising monies for transportation including general obligation bonds, special commercial tax districts, and proffers. Mass transit along the lines of economical and efficient bus rapid transit, slug lines and HOT lanes should be promoted.  The improved Route 28 cuts 20 minutes off the average commute without a tax hike. We are now beginning Route 7 improvements to eliminate tie-ups. I promote traffic-busting transit systems like VRTA. The project included over $300 million in improvements, more lanes, three new interchanges in and around Sterling. And much more. Q: Did you sign the Board of Supervisors' ethics agreement? Would you sign it if elected? Why or why not?

A: I proposed a 33 point rules of conduct that includes eliminating all taxpayer paid for trips, snacks and meals. These 33 rules of conduct are posted at http://www.joineugene.com/news/article.php?article=2898.

Q: What is the appropriate role for local government in enforcement of federal immigration laws, and how do you view the current debate in Loudoun on the issue of illegal immigration?

A: Illegal immigration is taking a greater and greater toll on this community, notably Sterling Park. While lax federal and state enforcement allows the problem to develop, local government is also at fault when it rewards law-breakers with access to free taxpayer-funded services. Together with five other supervisors, I introduced and co-sponsored a resolution opposing illegal immigration on Tuesday, July 17, 2007 at the regular meeting of the board of supervisors. Nine supervisors voted for the resolution after a debate. This support of a resolution condemning illegal immigration asked the county to adopt a policy similar to the resolution passed by Prince William County's board of supervisors. For 4 years I have worked on proposing the overcrowding ordinace, obtaining permission from Richmond, and holding hearings and passing it and now setting a standard of enforcement. Last year I worked hard to obtain unanimous board support for opposing the Herndon Day Labor site and this was done in executive session or through the Zoning Enforcement Administrator and the board of zoning appeal. I also worked with others to elect the Mayor of Herndon with a less confrontational candidate, the current incumbent and a new council. I announced an effort for Loudoun to sign up with The Immigration and Customs Enforcement (ICE) program under Section 287(g) in August of 2006, last year, in a letter to the Sheriff and held hearings on this proposal at the Finance Committee level and at the board level. This program deports criminals who are illegal aliens. I have reminded the sheriff of the boards interest in this program. The sheriff has not released a copy of the document which he has signed and submitted to The Immigration and Customs Enforcement (ICE). So I have worked for years on the quality of life of every person in Sterling and to reduce the problem of illegal aliens. I have proposed dozens of new legal issues and solutions for Loudoun to adopt and each of the new issues or policies adopted will take years for Loudoun to implement. Increasing the fine from $2000 to $2500 for residential overcrowding will be on the November Public Hearing agenda for example. Asking county contractors to verify that they hire employees who reside legally in the United States is another process that will involve changing contract bids and bidding procedures and hiring a new inspector general to make sure contract violations are kept to a minimum. These measures, like the overcrowding ordinance will take years to fine tune and implement. My opponent opposes these measures and they will never be implemented if my opponent is elected.

Q: Do you support the county's current comprehensive plan and the notion that Loudoun should be suburban in the east and rural in the west, with a transition area in between? If not, what do you think is a better approach?

A: Yes. I was part of the five member majority that voted for it.

Q: Do you believe that any additional steps are needed to control the pace of growth in Loudoun? What would you do to create more of a balance between new homes and new jobs in the county?

A: I will work for tougher and proactive enforcement of the Delgaudio Overcrowding Ordinance and have proposed stiffer penalties for violating it. The board of supervisors has voted 9 yes to place it on the public hearing agenda for November 2007. The best management tools for out of control illegal aliens intent on illegally converting single family homes into high density flophouses is to keep illegal alien job centers out of Loudoun, begin the deportation of illegal alien criminals in our jails and end our tax dollars going to illegal aliens. For two years, I called for the closing of the Herndon Day Labor Site. It is now closed.
