Supervisor Waters Plans to Vote No on Broadlands Hospital

Supervisor Lori Waters (R-Broad Run) said she’ll vote again to deny HCA Virginia’s application to build the Broadlands Regional Medical Center when the vote comes before the Board of Supervisors.

In a letter obtained by LoudounExtra.com that was written early this morning, Waters wrote to a constituent:

“I was disappointed to learn that there are flyers being mailed out that give an impression that I have taken a position in support of BRMC. After sitting through this application a second time, reviewing all the data, and meeting with residents, the applicant, health care professionals, and others, I have listened to all sides, asked questions, and gave the application another fair look based on the land use issues presented in the application.

The Board is scheduled to have a committee of the whole worksession on Wednesday. I will be in attendance, but I have no further questions to pose, especially given that the application is essentially the same one that was previously before us.

After much deliberation and analysis, I have decided that my decision the first time around is still the correct one. I will be voting against the HCA/Broadlands rezoning and special exception applications.”

In an e-mail sent to me this afternoon, Waters confirmed that she sent the letter and replied:

“I made this decision based on the zoning, health care planning, and land use issues presented in the case. This is one of the most difficult issues that the Board of Supervisors will have to decide. I did not come to my decision lightly. The community is very divided. I had to consider the residents of my district as well as the impacts and consequences to residents throughout the county as a whole - those in Broadlands to Sterling to Middleburg. I asked representatives from HCA last week if a third option was possible; an alternative that could unite the community. The answer was no. So, each Board member must come to his or her own conclusion on the specific case in front of us: vote yes or vote no. Obviously, I will continue to take input and consider information presented, but the time is coming that a final vote will be taken. I will have further comments at the committee of the whole meeting tomorrow night and throughout the remaining process.”

The board has until May to vote on HCA’s land-use application.

As a Loudoun County resident for over 30 years I would like to see Broadlands Regional Medical Center built in the county.

I think the supervisors should not vote against this project.

How can the chair of the economic development committee and a republican who touts bringing business to Loudoun county vote against this project? How many times can Loudoun County say NO to businesses who want to come here. This is incredibly disappointing considering the state of our economy and the 200M hole we have in our budget. And now Sup. Waters is saying NO to a Fortune 100 company. Unbelievable.

The BoS said no to two schools proposed for county students because in the eyes of some, the schools did not fit the comprehensive plan. If they can say no to LCPS, who are presumably on their team, they should be able to say no to businesses who make applications that do not fit with existing zoning laws and the county plans. Even if those businesses could bring in $$$. What is the point of zoning and planning if it can be tossed aside for the right price?

I do not think Supv Waters is opposed to the hospital. It is the location of the hospital that she does not agree with. When businesses come to the county, they should respect zoning laws and planning issues.

Also, I guess this is just a personal bias of mine, but I am disgusted that they would choose to place a hospital adjacent to the Greenway. Will ambulances be given immediate and free access to this road when transporting emergency patients? What about the cost of driving on this road for a few miles to get to the hospital?
Had HCA chosen a better location, they may have already opened. Instead, the bitter fight continues.

With Republicans like Lori Waters, who needs anti-growth, anti-business Democrats anymore? It seems we have those types in our own party now. With no proposals to build another hospital in Loudoun other than the Broadlands site, it amazes me that government officials and certain individuals would not allow or want a private hospital that would provide health care competition, high quality jobs, tax revenue and many other benefits to the county.

The choice is not weather BRMC should build off Rt. 50 or the Broadlands. BMRC is not offering that choice. It’s BRMC or nothing as far as I can tell.

I know, lets build some more grocery stores and cookie cutter franchise shopping strips that employee part timers and pay low wages to grow the county. I want more Subway shops, Ice Cream parlors, and Pizza places and not high paying professional jobs in my community.

when we are stuck in the Broadlands with yet another half empty office park that will draw vandals and detract from the landscape, discouraging bigger businesses from settling here, people will see the err of not building BRMC, if that is what happens.

This is the right decision and Lori Waters made it. A hospital right in the middle of residential homes is not correct planning. The increase in traffic, parking issues that accompany all hospitals and the 24 X 7 X 365 days of operation into a residential neighborhood will be unacceptable. There are numerous other locations in Loudoun County where this hospital should be built. Build it on LCP or Route 50 but not in a mature residential neighborhood. This is the right decision. I'm a Broadlands resident that will be directly impacted by this proposal. This was never in the plans when the Broadlands was developed.

Supervisor Waters, You have effectively killed this application. Poor form to preemptively announce your intentions on this application. As the Chair of the Economic Develp Comm for the County, this is a groose error in judgement. Shame on you and shame on me for donating to you campaign.

bzpower - for someone who lives in Broadlands, how can you make a false staement that the hospital would be built "in the middle of residential homes"?

The nearest home would be several hundred yards away and only on 1 side. The Greenway, Belmont Ridge and Clydes/School Admin bldg would be on the others.

bzpower....INOVA has taught you deflection well.
The case can be readily made that certain Supervisors didn’t allow a ready and willing entity to pick up a huge tax burden from the little guy’s backs. That they sided with an overbearing titan who pays NO TAXES, but has plenty of cash to throw around in shredding competition.
Just like they did in PWC. (See the article containing the FTC ruling telling INOVA that they were a monopoly)
Many try to point out that the article was “old” news. What they never effectively addressed was that the very actions of the FTC were relevant as hell, and that INOVA is again doing exactly what they got called down for that time. Building a monopoly in Loudoun County, so that they do not have to share any revenue and can build up that existing $2 BIL reserve ….and still not pay the first dollar of taxes here while they do it.

Lori clearly got bought off by Inova with the interchange money. Is there anyone on this Board that is not conflicted by Inova or their henchmen? Now Buckley's got the problem of explaining to everyone the Hunton & Williams issue, her old firm and attack dog for Inova against the hospital (besides being the pitbull for Kincora as well). Another day, another dollar in the pocket of someone besides the taxpayer.

People, get there and vote for someone, anyone other than this lady, Lori Waters. Her decision against the Broadlands Reginoal Medical Center speaks volumes about her inability to look out for the best interests of this county.
