HealthSouth Gets COPN Approval as Inova Request Is Denied

As HealthSouth received the news yesterday that the Virginia Department of Health granted them a certificate of public need to build a 40-bed rehabilitation hospital on Rt. 50 near Stone Ridge, Inova learned that its COPN application to add 40 rehab beds at its Cornwall campus was denied.

HealthSouth's new hospital will join its other network operations in Virginia; the company has clinics and hospitals in the Fredericksburg, Charlottesville, Richmond and Petersburg areas.

The 47,500 square-foot facility will offer inpatient and outpatient rehabilitative services for patients with diagnoses such as trauma, stroke, cardiac and pulmonary diseases or arthritis. Officials anticipate that about 200 employees will work at this location once the hospital is in full swing.

Construction of the HealthSouth hospital is anticipated to begin this December or January, say officials, after they've received a special zoning exception from the county. The hospital is scheduled to open first quarter 2010.

Cindy Kelleher, vice president of corporate development for HealthSouth said her company chose this area of Northern Virginia for a new hospital because of the significant over-65 population in the area and the county's projected population growth.

Both Inova and HCA Virginia want to build full-service hospitals along Route 50, but neither company has been granted a certificate of public need to do so.

Inova spokesman Che Parker said in a statement that "While our COPN was denied, we note that the Adjudication Officer's recommendations approving the Route 50 location actually echo what citizens, Inova Loudoun Hospital officials, even the county's Healthcare Facility's Plan have long been stating: the Route 50 corridor is the most appropriate location for new healthcare services. In the end, it's all about location."

Since HCA announced its plans to build the Broadlands Regional Medical Center some five miles from Inova's Lansdowne campus, Inova officials have argued that a better location for the county's next full-service hospital would be the Dulles South corridor.

Supporters of BRMC say there is not a population base along Rt. 50 to support a full-service hospital at this point.

INOVA doesn't give a hoot where the HCA hospital is located. All the rhetoric about "Broadland's being to close to them"; "Broadland's isn't the right location"; and "RT 50 is the best place"; is nothing but a big whopping ruse.

A ruse to attack and destroy the currently awarded COPN for BRMC. The INOVA strategy is to get the Broadland's COPN canceled and force the COPN to be re-bid. THAT IS WHAT IS GOING ON HERE. INOVA wants to bid for the next hospital and the only way to do that is to kill the current Broadland's COPN. This is big business working. Inova's business motive has very little to do with what's best for Loudoun County hospital patrons.

Congratulations to HealthSouth. It is comforting to finally see someone break the INOVA monopoly. Albeit it small it's a start.

Actually i've heard reps from Inova state, on several instances, that they will NOT oppose an HCA hospital on Rt. 50 b/c that is the where the next one needs to be. I live in South Riding and BRMC really does nothing to address the fact that i have to travel 10 miles east on 50 in an emergency, or west, then north (which is virtually impossible in Loudoun County. It seems that all too often the BoS neglects the Dulles South area. Its time for them to step up an recognize that a large swath of the County is overdue for health care facilities down here and BRMC is not the answer. Even if its just a rehab bed, I applaud HealthSouth and the state for recognizing the existing need.

Correction to your story....it was not BRMC supporters saying there isn't enough population base on Rte 50 to support a hospital. It was both HCA AND Inova saying that.

It isn't the BoS neglecting you. The BoS approved Healthsouth's request and have approved Inova's request, and seem favorable to HCA's Rte 50 hospital plans.
Neither Inova or HCA have sought a COPN from the state yet. That will be the most difficult hurdle.

miket, I'd be careful of what you heard. IF INOVA "said" they will NOT oppose an HCA hospital on Rt 50; why did they oppose the HealthSouth hospital on Route 50? It is a business move for INOVA to fight any type of competition, to include potential competition in Broadlands or Rt 50. Look at their actions not their words.
